根据中华人民共和国财政部印发的《会计师事务所质量管理准则第5101号--业务质量管理》（以下简称“5101号准则”），南通大华联合会计师事务所（以下简称“本所”或“南通大华”）有责任对本所执行的财务报表审计业务、财务报表审阅业务、其他鉴证业务和相关服务业务等设计、实施和运行质量管理体系。质量管理体系旨在为本所在以下方面提供合理保证：

（一）本所及其人员按照适用的法律法规和职业准则的规定履行职责，并根据这些规定执行业务；

（二）本所和项目合伙人出具适合具体情况的报告。

南通大华的质量管理体系符合由国际审计与鉴证准则理事会（IAASB）发布的《国际质量管理准则第1号》（ISQM1）对事务所质量管理体系的相关要求。

南通大华已经建立并持续完善质量管理体系，开展监控活动、进行控制测试以支持本所得到的质量管理体系年度评价结论。

根据截至2023年12月31日的年度评价结论，质量管理体系为本所质量管理目标的达成提供了合理保证。

Statement on the Effectiveness of the System of Quality Management of Nantong Dahua United CPAs as at 31 December 2023

As required by the Quality Management Standard for Accounting Firms No. 5101 issued by the Ministry of Finance (MOF) of the People's Republic of china ("5101"), Nantong Dahua United CPAs (the"Nantong Dahua") has responsibility to design, implement and operate a system of quality management for audits or reviews of financial statements, or other assurance or related services engagements performed by the Firm, which provides Nantong Dahua with reasonable assurance that:

a) Nantong Dahua and its personnel fulfill their responsibilities in accordance with professional standards and applicable legal and regulatory requirements, and conduct engagements in accordance with such standards and requirements;

b) Engagement reports issued by Nantong Dahua or engagement partners are appropriate in the circumstances.

Nantong Dahua has complied with the requirements of international Standard on Quality Management (ISQM1) issued by the International Auditing and Assurance Standards Board (IAASB).

Nantong Dahua has implemented and is committed to improving the system of quality management. We have performed monitoring activities and tests of controls to support the annual evaluation conclusion.

Based on the annual evaluation of Nantong Dahua as of 31 December 2023, the system of quality management provides reasonable assurance that the objectives of the system of quality management are being achieved.
